Your Excellencies Ministers and Members of Parliament,
Dear Colleagues,
Distinguished guests,
It is a pleasure for me to be one of the key speakers at the opening of this forum, which is recurring for the second consecutive year and mobilizing so many dedicated and distinguished successful and aspiring entrepreneurs and active investors and professionals in the knowledge economy field; an avant-garde industry attracting more and more interested people in knowledge technology and in producing and exporting educational and innovative intellectual products and services or in creating other kinds of productive assets.
We gather in this conference thanks to the Central Bank of Lebanon initiative aiming at supporting promising knowledge sector by the means of creating and fixing an annual forum as a medium for the exchange of rich experiences and best professional practices, and to identify the factors and opportunities for the success of start-up companies and related specialized business accelerators and incubators that assist in their launch and growth.
From the beginning, this BDL initiative received the full support of the Lebanese banking sector, which was in the past year, and through the Association of Banks in Lebanon, a strategic partner in this BDL accelerate conference that attracted a large number of domestic and foreign participants. We hope that this year’s forum will bring more success especially that the registrations for participating and attending this big event are expanding in width and diversity.
Ladies and Gentlemen,
The free enterprise spirit or entrepreneurship is a fundamental trait of Lebanon and its economy. It plays a vital function in economic development and growth through creating job opportunities and expanding the horizons for the trade and industry sectors. The formation of an enterprise or the initiation of a new project is an urge entrenched in the culture and the customs of Lebanese who have always been pioneers in entrepreneurship and private projects. It is a long tradition in our society and is closely related to the geographic location of Lebanon and the openness of its people to the rest of the world. It is also linked to the characteristics of the Lebanese businessman who enjoys a high level of education and well recognized professional skills, and masters the art of persistent communication with the outside world. The Lebanese businessman worships also the adventure and the endeavor into new business areas and markets driven by his insight, commitment and perseverance. It is no secret that the Lebanese diaspora spread in large numbers in the five continents and the youth, educated, and skilled Lebanese workforce, who migrated over the past three decades to all the countries of the world and to the Arab region and Europe in specific, increased the interaction of the Lebanese with abroad and enabled them to better understand the needs and desires of individuals in countries and communities where they have lived and worked. Thus a new class of young entrepreneurs emerged, more flexible and dynamic, more innovative and interactive with changes in demand and preferences, and more adaptive to deal with the means and tools of modern technology. This new generation of business initiators and makers, on which we can count a lot, has the right to receive from us all the support and assistance and therefore our banking institutions will certainly not hesitate at all to support and encourage this new age group and its ambitious plans and ideas.
From this standpoint, and since the issue of BDL circular No 331 in August 2013, a dozen of banks or more have invested so far around 250 million U.S dollars in specialized funds established by venture capital firms, which in turn will contribute to the launch and operation of startup companies in the information technology, communications and other creative industries in exchange for a minority stake in the company. It is expected that this type of bank investment in venture capital funds will expand in the future with the growing demand and experience in the local market and with the availability of more projects economically feasible and with good growth prospects. Knowing that banks also continue to finance existing businesses particularly small and medium-sized enterprises operating in various sectors and through the available different lending schemes, subsidized and non –subsidized. In this respect total bank loans to the private sector, individuals and corporations, reached around 53 billion USD at the end of October 2015, exceeding in that the country’s GDP. This is in addition to the banks financing of the public sector where credits to the public sector surpassed 37.5 billion USD as a translation of the commitment of Lebanese banks to the financing of the Lebanese economy in its private and public sectors and on the hope that the return of constitutional institutions to normal and regular work with the election of new president of the Republic soon would help to revitalize the economic activity and promote sustainable growth.
Finally I wish to express to the Central Bank of Lebanon and in particular to this Excellency the Governor Riad Salame gratitude to the prudent policies and tireless efforts to maintain monetary stability and preserve the position, soundness and reputation of the Lebanese banking sector. Words of thanks also go to the BDL initiatives and contributions to stimulate economic activity in the country. I also greet and thank all local and foreign parties that contributed to and participated in this event, wishing for this conference a successful outcome and for all participants the envisaged benefit and return.

"مؤتمر مصرف لبنان لتسريع الأعمال 2015"

سعادة حاكم مصرف لبنان السيد رياض سلامة،
أصحاب المعالي والسعادة ،
زملائي المصرفيّين،
حضرة ممثلي الهيئات الإقتصادية والفعاليات الإجتماعية والمؤسسات الأكاديمية والإعلامية
أيّها الحضور الكرام،
إنه لمن دواعي سروري أن تتاح لي فرصة إلقاء كلمة في افتتاح هذا الملتقى الذي يتكرّر للسنة الثانية على التوالي، ويحشد هذا العدد الكبير المتخصّص والمميّز من رجال الأعمال الناجحين والطموحين ومن المستثمرين والمهنيّين الناشطين في حقل التكنولوجيا الإبتكارية والريادية ، وهي صناعة طليعية باتت تستقطب المزيد من المهتمّين.
إننا نجتمع في هذا المنتدى بفضل مبادرة مصرف لبنان الرامية الى دعم قطاع المعرفة الواعد عبر إيجاد ملتقى دوري لتبادل الخبرات الغنيّة وأفضل الممارسات الإحترافية، وللتعرّف على عوامل وفرص إنجاح الشركات الناشئة، والمؤسّسات المتخصّصة في تسريع الأعمال واحتضانها وتسهيل نشاطها وتوفير إمكانات انطلاقها ونموها.
منذ البداية، لاقت هذه المبادرة دعم القطاع المصرفي اللبناني، الذي كان في العام الماضي، ومن خلال جمعية مصارف لبنان، شريكاً استراتيجياً في هذا المؤتمر، الذي حظي بإقبالٍ واسع محلي وخارجي، والذي نأمل أن يحقّق هذا العام مزيداً من النجاح خصوصاً وأن الإقبال عليه آخذ في الإتّساع والتنوّع.
سيّداتي سادتي،
روح المبادرة هي سمة أساسيّة من سمات لبنان واقتصاده، وهي تلعب دوراً حاسماً في التنمية الاقتصادية والنمو من خلال استحداث فرص العمل وتوسيع آفاق قطاعيْ التجارة والصناعة. إن إنشاء مؤسّسة أو مشروع جديد فكرةٌ متجذّرة بعمق في ثقافة اللبنانيّين وعاداتهم، لأنهم من أرباب المبادرات الفردية والمشاريع الخاصة. وهو تقليد عريق في مجتمعنا يرتبط ارتباطاً وثيقاً بموقع لبنان الجغرافي وبانفتاح شعبه على العالم، كما يرتبط بمزايا رجل الأعمال اللبناني الذي يتمتّع بمستوى تعليمي عالٍ وبمهارات احترافية معترف بها، والذي يتقن فن التواصل الدائم مع العالم الخارجي ويهوى المغامرة والإنطلاق الى مجالات عمل جديدة والى أسواق جديدة، مدفوعاً بإلهامه والتزامه ومثابرته. وليس سرّاً أن الشتات اللبناني المنتشر بأعداد كبيرة في القارات الخمس والعمالة اللبنانية الشابّة، المتعلّمة والماهرة التي هاجرت خلال العقود الثلاثة الماضية الى أقطار العالم كافةً والى المنطقة العربية وأوروبا بوجه خاص، زادت من احتكاك اللبنانيّين مع الخارج ومكّنتهم من فهمٍ أفضل لاحتياجات ورغبات الأفراد في البلدان والمجتمعات التي عاشوا وعملوا فيها. وهكذا، نشأت فئة جديدة من رجال الأعمال الشباب، أكثر مرونةً وديناميكية، وأكثر ابتكاراً وتفاعلاً مع التغيّرات في الطلب والأفضليّات، وأكثر قابليةً للتعامل مع وسائل وأدوات التكنولوجيا الحديثة.
إن هذا الجيل الجديد من مُنشئي الأعمال أو المبادرين، يعوَّل عليه الكثير، وحقُّه علينا أن يلقى منا كلّ الدعم والمساندة، ومؤسّساتنا المصرفية لن تتوانى بالتأكيد عن مدّه بالدعم والتشجيع.
من هذا المنطلق، ومنذ صدور تعميم المصرف المركزي رقم 331 في آب 2013، والذي أجاز للمصارف العاملة في لبنان استثمار ما يصل إلى 3٪ من أموالها الخاصة في رؤوس أموال الشركات الناشئة العاملة في اقتصاد المعرفة، أي ما يقارب نصف مليار دولار اميركي، وظّفت المصارف حتى الآن حوالى 250 مليون دولار في صناديق استثمار، قامت بدورها بالمساهمة في تأسيس شركات ناشئة في قطاع تكنولوجيا المعلومات والإتصالات والصناعات الإبداعية الأخرى. ومن المرتقب أن تتوسّع دائرة هذا النوع من المساهمات المصرفية في مشاريع مشتركة مماثلة مع تنامي الطلب عليها في السوق المحلي ومع توافر المزيد من المشاريع ذات الجدوى الإقتصادية وآفاق النمو الواعدة.علماً أن المصارف ماضية أيضاً في تمويل المؤسسات القائمة أصلاً، ولا سيّما المؤسّسات الصغيرة والمتوسطة الحجم العاملة في مختلف القطاعات، وذلك من خلال صيغ التمويل المتاحة، المدعومة منها وغير المدعومة. وقد بلغ إجمالي التسليفات المصرفية للقطاع الخاص، أفراداً ومؤسّسات، 53 مليار دولار أميركي في نهاية تشرين الأول 2015، أي ما يفوق إجمالي الناتج المحلي للبلاد. هذا بالإضافة طبعاً الى استمرار التمويل المصرفي للقطاع العام بحيث تجاوز هذا التمويل 37,5 مليار دولار أميركي، وذلك كترجمة عملية لإلتزام المصارف اللبنانية تمويل الإقتصاد الوطني بقطاعَيْه العام والخاص، مع الأمل بأن تساعد عودة المؤسّسات الدستورية الى عملها الطبيعي والمنتظم، مع انتخاب رئيس جديد للجمهورية في أقرب وقت، على تنشيط الحركة الإقتصادية وتحفيز النمو المستدام.
ختاماً، إننا إذ نتوجّه الى مصرف لبنان، وبخاصة الى سعادة الحاكم رياض سلامة، بعبارات الشكر والتقدير على سياسته الحكيمة وجهوده الدؤوبة للحفاظ على الإستقرار النقدي ، وعلى مكانة ومتانة وسمعة القطاع المصرفي اللبناني، وعلى المساهمة في تحفيز النشاط الإقتصادي في البلاد، نحيّي جميع الجهات الخارجية والمحلية المساهمة والمشاركة في هذه التظاهرة ، مع التمنّيات بأن تتكلّل أعمال هذا المؤتمر بالتوفيق والنجاح وأن يعود على جميع المعنيّين بالفائدة المتوخّاة.
